Summary of March 19, 2020 Executive Order from Gov. Holcomb

On March 19, 2020, Gov. Holcomb issued an executive order in response to the COVID-19 crisis. Full text available here. It does several things, some of which are listed below. As more information becomes available, we will provide updates. 

 

Unemployment Insurance (file for benefits here)  

  • Benefits to workers “displaced” by COVID-19. 

  • late claims for benefits if the delay was caused by COVID-19. 

 

Medicaid: 

  • Waive all Healthy Indiana Plan (HIP) and Children’s Health Insurance (CHIP) premium payment requirements. 

  • Allows for increased use of “tele-health” for certain services. 

TANF: 

  • Waives “upfront” job search requirements. 

 

Veterans: 

  • Veterans may apply for the Military Veterans Relief Fund without having a service-connected hardship or having served during a time of war or conflict. This can pay for certain necessities like rent, food, mortgage, and utilities. 

  • MVRF awards may be approved over $2,500. 

 

Utilities and Essential Services: 

  • Suspends utility shut-offs
